Duties/taxes on personal effects

You can have a look on the official website to check the updated rate for duties and taxes on personal effects imported into Malaysia when we talk about international moves.

First, the local customs will identify your goods under a number called the “HS Code”. This will help Malaysian customs to determine what will be the exact duties and taxes that will be applied on your move.

HS Code for personal effects are the 2 following codes:

  • 980000400: Used personal effects
  • 980000500: Used household effects

Once you click on the link, you will reach the following form:

1st step: Choose the tariff type 

The tariff type is determined by the country of departure. Indeed, taxes may vary according to the country of departure. It’s important to choose the right one to make sure you will get the right result in the end.

2nd step: Search criteria

In our example, we will check duties and taxes based on the HS Code then you don’t need to touch the “search criteria” if the “HS Code” is already selected.

3rd step: Keyword

As the search criteria are the HS Code, here you will indicate the HS code of your importation. In this case, you will search for personal effects which are the 2 HS Codes mentioned above.

  • 980000400: Used personal effects
  • 980000500: Used household effects

Basics information

If you want to import your car to Malaysia, you will need to:

  • Pass the PUSKAPOM car inspection
  • To apply for Approval Permit
  • Support your application with the necessary documentation
  • Pay the required customs duties

As an importer, you must:

  • Have a valid work permit for the country
  • Be importing the vehicle for personal use only; the car cannot be sold or transferred in Malaysia
  • Export the car out of Malaysia when employment in the country ends 

Approval permit 

If you want to import your car into Malaysia, you must get an approved permit from the Ministry of International Trade and Industry (MITI)

This importing license can be obtained since the car has already been registered in the country of departure. Indeed, the initial document will be mandatory to support the application with the MITI.

  • A completed JK69 Customs Clearance form
  • A passport and Malaysian visa
  • A Malaysian or international driving license
  • Proof of ownership of the car to be imported
  • The original and a photocopy of the vehicle registration documents
  • Insurance documents
  • A work permit for Malaysia and a letter from the applicant’s employer in the country

Regarding your situation, you will need to meet several conditions to be able to receive the import permit:

  • Residing overseas for a period of no less than one year.
  • The vehicle must be registered and insured in the applicant’s name for no longer than nine months
  • You must have a valid driving license
  • Be returning to Malaysia permanently
  • Apply for the license 3 months from the date of return to Malaysia

You finished the first step, soon your car will be transported to Malaysia. Once it arrives at the port, you must collect it by yourself directly at the port. At that moment, the vehicle will be inspected by PUSKAPOM, the Malaysian vehicle inspection agency.

The IVIC inspection is carried out at all entry points to Malaysia, including Port Klang and is carried out by a vehicle examiner who will examine your vehicle for:

  • Chassis number
  • Engine number
  • AP reference number
  • Make and model
  • Engine capacity
  • Body type
  • Fuel type
  • Odometer reading

You should prepare your vehicle for this inspection, ensuring each of these elements meets the required standard.

Duties & taxes

Your car has been approved by local customs, it’s almost finished! It’s now time to pay duties and taxes to release your car. The amount of taxes will depend on several factors:

  • Price of the vehicle
  • Model of the vehicle
  • The engine size of the vehicle
  • Date of import

Note that the car can’t be released until you pay all duties and taxes required by customs.

Moving by Sea freight in Malaysia

Overview

Sea freight is the most famous method of transport when expatriates wish to move abroad. It is long, but it’s simply the cheapest option when we move high volume.

Here is a brief listing of advantages and disadvantages of the sea freight method for your future move:

Advantages:

  • Cheapest method for high volume
  • Possibility to ship FCL (Full Container) or LCL (Groupage)
  • Very few item restrictions

Disadvantages:

  • Expensive for a small volume
  • Transit times are very long 

Sea freight rates 

It’s impossible for us to provide pricing online, simply because we quote every customer case by case. The cost of the relocation will depend on so many factors. Just to give you an example, a container 20 feet (the smallest) has a capacity of 33 CBM, but it’s begun to be more competitive to fill a Full Container (FCL) if you have a minimum 15 CBM. Yes, filling half of the container will be cheaper than making groupage (LCL). Apart from the pricing, the FCL will be sealed from departure to arrival, which will secure your goods until the end.

Moving by Air freight in Malaysia

Air freight is a famous method to transport goods from one point to another. Unfortunately, this option has some issues we should keep in mind: regulation and pricing.

Here are the main advantages and disadvantages of this method:

Advantages:

  • The fastest method so far
  • Cheap for a small volume

Disadvantages:

  • Very strict regulation
  • Expensive when you go over 2 CBM 

Air freight rates 

As for the sea freight method, it is impossible to provide you with pricing in advance.  Each request will be quoted one by one in order to offer a perfect logistics solution. The only point you should keep in mind is that this method is very effective for small volumes (usually below 2 CBM).

Warning DocShipper: There are 2 different air freight methods: the “classic” air freight and the “express” air freight. The classic will use the space available in airlines company such Malaysian Airlines. On the other hand, “express” services will use the capacity of courier companies such DHL, FedEx, TNT, UPS, Aramex… Note that for tiny parcels (usually below 100 Kgs), it will be more economic to ship it with a courier company, if the parcel is heavier than 100 Kgs, then the classic air freight method will be more interesting.
